Video Report: The Revision of Development Cooperation Charter – How Japan can Meet the Expectations of the International Community (Ms. Akiko Yuge, Professor, Hosei University)

Eight years after the revision of the Development Cooperation Charter in 2015, crises such as the spread of the COVID 19 pandemic and Russia's invasion of Ukraine have had a significant impact on both developed and developing countries alike.

In light of these changes in the international situation and recent developments in Japanese diplomacy, Foreign Minister HAYASHI Yoshimasa established the "Advisory Panel on the Revision of Development Cooperation Charter" in September last year.
In December last year, the Advisory Panel submitted a report to Foreign Minister Hayashi with recommendations, including the strategic use of ODA to promote a rule-based "Free and Open Indo-Pacific" and a doubling of the ODA budget over the next decade.
As discussions on the revision of the Development Cooperation Charter draw to a close, the FPCJ has invited Professor Akiko Yuge of Hosei University, a member of the Advisory Panel to discuss the main points of the recommendations on the revision of the Development Cooperation Charter and the direction Japan should take.

 

The briefing was attended by journalists from Germany, Russia, Singapore, US and Vietnam.
