Video Report: Uses of and Issues with Drones in Times of Disaster—As Seen in the Response to the Noto Peninsula Earthquake(Dr. Shoichiro Uchiyama, Chief Expert Researcher, Multi-hazard Risk Assessment Research Division, National Research Institute for Earth Science and Disaster Resilience)

The Noto Peninsula Earthquake that occurred on January 1, 2024 reached a 7 on the Japan Meteorological Agency seismic intensity scale, the maximum, and caused significant damage due to buildings collapsing, tsunami, and large fires, with 245 people confirmed dead (including disaster-related deaths) and 3 still missing. With roads being cut off and many villages isolated due to the earthquake, drones played a notable role in delivering medical supplies and investigating the damage to infrastructure. This earthquake was the first case of multiple companies cooperating to use drones to assist in providing disaster aid to a significant degree. From the experience and lessons learned in the Noto Peninsula Earthquake, it seems necessary to build in advance a framework to utilize the latest technology, such as drones, to respond to disasters, and there is growing interest in how they could contribute in the future.


The FPCJ invited Dr. Shoichiro Uchiyama, a chief expert researcher at the National Research Institute for Earth Science and Disaster Resilience who was quick to note the usefulness of drones from a disaster prevention and resilience perspective, to hold a briefing on the use of and issues with drones in times of disaster, as seen in the response to the Noto Peninsula Earthquake. He discussed how drones were used to provide aid in response to the Noto Peninsula Earthquake, and what issues in the use of drones came to light in view of that response.

 

The briefing was attended by journalists from China, Korea, Taiwan, and Germany.
