Free, open, and stable oceans form the foundation for the peace, stability, and prosperity of international society, and are an urgent issue for the international community. In particular, the Indo-Pacific region has great potential to be a center for global growth, and ensuring it remains free and open, with order under the rule of law, is vital to global stability and prosperity.
