How will Japan's Agriculture be changed by Japan's New Policy and TPP?

Currently we see some important moves that will presumably affect Japanese agriculture. The government is reported to be compiling a new agricultural policy declaring the abolition of the rice paddy set-aside program in five years. In the Trans-Pacific Partnership (TPP) negotiation, which, it is hoped, will be concluded by the end of this year, agriculture is also one of the major fields of controversy.
FPCJ will hold a press briefing, inviting Dr. Kazuhito Yamashita, Research Director of the Canon Institute for Global Studies. While he formerly served as Director of the GATT Division and Deputy Director-General of the Rural Development Bureau at the Ministry of Agriculture, Forestry and Fisheries, Dr. Yamashita recently commented, "Toward the TPP conclusion, the rice paddy set-aside program should be abolished," and "Without negotiating for such free trade partnerships as TPP, Japan’s agriculture will have no choice but to be euthanized."
