Dr. Sayuri Shirai, Professor, Faculty of Policy Management, Keio University

 Bio: Professor, Faculty of Policy Management, Keio University and Asian Development Bank Institute (ADBI) Fellow. Former Member of the Policy Board, Bank of Japan (2011–2016). Ph.D. in Economics, Columbia University. She is the author of SDGs Finance and Global Trends toward Carbon Neutrality, among other publications, and has published numerous academic papers. She has delivered many lectures and participated in panel discussions both in Japan and internationally, and frequently contributes to domestic and international media. Her areas of expertise include the Japanese and global economy, monetary policy, digital currencies and payment systems, international and climate finance, and supply chains. In 2026, Japan’s economy is expected to face a turning point. While improving real incomes may support a recovery in domestic demand, the outlook will depend heavily on economic policy management and global economic and financial conditions. This press briefing will examine Japan’s economic outlook, key challenges, and the conditions needed for a sustainable recovery. It will also explore changes in Asian supply chains, focusing on China, ASEAN, and India, and assess their implications for Japan. On the monetary side, the lecture will explain the significance of the policy rate being raised to 0.75 percent—its highest level in about 30 years—and discuss the future direction of monetary policy. It will also analyze what it means for long-term interest rates to have exceeded 2 percent for the first time in roughly 25 years. In addition, the talk will address the importance of transparency in the policy framework linking interest rates, fiscal policy, and taxation. Finally, against a backdrop of global uncertainty—including trade policies under Trump administration and ongoing geopolitical risks—the lecture will assess Japan’s economic path under the leadership of Prime Minister Sanae Takaichi.

The FPCJ has invited Dr. Sayuri Shirai, an expert in international finance and macroeconomics who is a former member of the Policy Board of the Bank of Japan and a professor at the Keio University Faculty of Policy Management, to discuss Japan and the global economic and financial situation in 2026.
