According to a study held in April this year by the Ministry of Internal Affairs and Communications, in the 36 prefectures outside the major metropolitan areas of Tokyo, Osaka, and Nagoya, the number of young women (15 to 39 years old) leaving those prefectures was higher than the number moving to those prefectures. The number leaving was higher for women 25 to 29 years old as well as women aged 20 to 24 years old, with a visible trend of women being less likely to return to their hometowns than men.

The national government has noted the risks of young women leaving regional areas, and this year established the Council for Promotion of Regional Work Style and Workplace Reform as part of efforts to make regional areas more attractive. One member of this council is Ms. Ren Yamamoto, who runs the Regional Women Project in order to make visible the realities of women living in regional areas of Japan through interviews with young women who grew up in or live in those areas.

The FPCJ has invited Ms. Yamamoto to speak from the perspective of a person familiar with regional issues about what she has seen and learned while working on the Regional Women Project, which has received a strong response, as well as how regional areas should change and what might inspire young women to move to them.
