This fiscal year, the FPCJ will be hosting a series of briefings about bringing in foreign workers to Japan, inviting government officials, experts, and people directly involved to discuss the topic from a variety of angles.


With the revision to the Immigration Control Act in June 2024, the Employment for Skill Development program was established to replace the Technical Intern Training program, and will begin operation on April 1, 2027. The goal of this program is to develop human resources with skills at the same level as a Specified Skilled Worker (i) through three years of employment in Japan in fields facing a labor shortage, and secure workers for these fields. By establishing continuity between the Employment for Skill Development program and the Specified Skilled Worker program, the intent is to create a clear system for foreign nationals to pursue their career while working in Japan, and secure workers who can support Japanese industries over the long term. It is hoped that this system will be more sustainable and appealing to both foreign workers and Japanese businesses.

The FPCJ has invited the three briefers to discuss bringing foreign workers to Japan, focusing on initiatives for the initial implementation of the Employment for Skill Development program.

Please note that you cannot physically attend this briefing, as it will be a Zoom webinar.

Embassy representatives and FPCJ supporting members may also participate in the briefing as observers (admission free).

As in our standard press briefings, there will be a Q&A session at the end.
