In Japan, the issue of “hollowing out” began in the late 1980s, but the shifting of plants overseas by the Japanese manufacturers became more noticeable in the 1990s. Two factors in this were pointed out: globalization and domestic problems. In recent years, however, there have been reports that some companies (plants) are returning to Japan.
