Professor Nobuo Shimotomai, Faculty of Law, Hosei University

Prime Minister Mr. Vladimir Putin of Russia is expected to win the upcoming presidential election on March 4, returning to be head of the country. Moscow has taken a hard line again Japan on the Northern Territories issue for the past several years; will the return of Mr. Putin, well-informed about Japan, affect Russia’s policy toward Japan in such mutters as energy and economic cooperation and the increasing destabilization of Asian regional security? What response should Japan take to enhance its relations with Russia and resolve the Northern Territories issue?

FPCJ has invited Professor Nobuo Shimotomai, Hosei University, an outstanding expert on Russian politics and Japan-Russia relations, to share his views.
